Presentation of the European Report on Development (ERD) Zero Draft, organized by the EUI in Florence. The aim of the workshop was to present the draft chapters of the Report. The preliminary results of two original ERD questionnaires, widely disseminated amongst donors and recipients, have been introduced.

Ample space has been left to floor discussion to debate the Zero Draft. Particular attention has been given to its practical implications in terms of implementation and donor involvement. A final roundtable has been devoted to the policy implications for EU development policy.
