One week after its official launch in Stockholm at the EDDs, the European Report on Development 2009, "Overcoming Fragility in Africa – Forging a New European Approach" was presented in Brussels, at the Orangerie (Parc d’Egmont), in front of participants from Brussels-based NGOs, think tanks, international organisations and Commission services.
In their presentations, Prof. Giovannetti (ERD Team Leader) and Elisa Ticci discussed the main findings and policy recommendations of the report, including on the issue of "land grabbing".
On behalf of the UK (one of the 6 MS supporting the initiative) Mark Robinson (Head of Profession for Governance and Conflict, DFID Research) welcomed the conclusions of the report and highlighted several challenges that the report has touched upon and that need to be further explored (including: accountability and responsiveness of fragile states, political conditions for inclusion, timing and sequencing of donor interventions).
In his synthesis comments, Prof. François Bourguignon reflected on the concept of fragility and its close link with the concepts of vulnerability and lack of resilience. He insisted on the fact that fragile states are more than any other countries reliant on aid and therefore need continued and predictable support from donors.
Reactions form participants were very positive. Questions from participants focused, inter alia, on budget support, China’s role and presence in fragile countries, insurance mechanisms, brain drain and migration.
